What changed
Savings nobody has named yet
Each budget books lump-sum spending cuts ("pauschale Minderausgaben") that are not tied to any programme. The departments have to find the money during the year, by delaying projects or leaving posts empty.
The twelve districts, per resident
Planned spending of each district office divided by its residents. Most of it is social benefits, youth welfare and schools, so the gaps follow the social makeup of each district more than its spending choices.
